Questions Raised by the Oversight Board

The board asked about the use of plate readers, facial‑recognition technology, drones, and FLOCK cameras.

FLOCK Explained by Sergeant Reinhart

Sergeant Adam Reinhart said, “It captures license plates is the very basic overview of what it does. It does not capture names, faces, or the driver images,” adding that the system only records plate data.

Planned Tech Integration

Earlier this week Dallas Police told the city council it would merge plate‑reader technology, cameras and drones to help respond to random gunfire.

Privacy Concerns and Safeguards

The presentation drew pushback over citizen privacy and the possibility that data could be shared with federal agencies. The department said it has safeguards against bias and transparency initiatives in place.

Department’s Objectives

Lieutenant Rene Sigala explained that the department’s objectives include compliance with data and security laws and protecting residents’ privacy rights and civil liberties. He added, “We are not relying on the software to tell us who the subject is. It’s absolutely not what we’re doing,” and “It’s just giving us a set of images that we can use to compare the image that we were provided.”

Key Takeaways

  • Dallas Police seeks to use technology for rapid gunfire response.
  • Oversight Board questions privacy and data sharing.
  • Department emphasizes bias safeguards and transparency.

The meeting highlighted ongoing debate over how technology should be balanced with privacy protections in law‑enforcement operations.
